Exactly. So, Teddys point of assessment of the home environment and regulation of general standards is a good thing and the point I'm agreeing with. Reports of offenses of abuse to an individual would have to be investigated.
How else would you establish a framework of change in a new elf world?

This wasnt started so we could prevent them from working. We want them to able to to be free if they dont or if they are abused. And not just elves we think wizzards can be cruel to all the other magical species!!
