S.P.E.W. is a lousy name, it's true.
But a name like "The Dobby Foundation" would be antagonistic.
He was not popular with the majority of elves.

You just named some exceptions, proving the point that you can't make an assumption.

Plenty of people in the real world are awful to people but nice to their pets. I can imaging Umbridge having a spoiled cat. Even Voldemort was nice to Nagini. It all comes down to what's in the best interest of the elf.
