Here's what I wrote in a thread called Favorite Tool in the Room of Requirement:

Umbridge ending up with it was so very pathetic.
Yeah that made me angry a bit too. The Death Eaters must have got to the body first.

...and sorry, but it did not surprize me that Umbridge was a supporter of the Dark side! She may not have started out that way but she had enough ambition to counter the combined ambition of everyone in Slytherin! There is no way she wasn't part of that house when she went throught Hogwart's! AHacker

If you noticed, when asked about it, she said the 'S' stood for Selwyn and that she was related to them. There was a Death Eater named Selwyn. My suspcion is that she had ties w/ the Death Eaters all along...no big shock there. She certainly seemed to be going right along with their plan.

Maybe the Horcrux in the locket was having an effect on her...kind of like Ron?

Very perceptive! I bet you're right - I think she was horrible, but the locket very well have made her evil. I don't think the movie made her evil enough.

I also think that she was so dedicated to the Ministry, she would have gone along with anything wholeheartedly. My motto comes to mind: "Always question authority."

Oo--Oo--Oo--
I just remembered something.

In chapter eleven, last page, Mundungus said,
"I was selling in Diagon Alley and she come up...she took a fancy to the locket an' told me she'd take it and let me off that time, and to fink meself lucky."

How did she know?

Then again, Voldemort himself didn't suspect that it was missing until page 549, when a Gringots goblin told him that the cup had been stolen.
