Don't u think its strange?

Well, in the first book, when Hagrid brings baby harry to Private street, he said to Dumbledore that the muggles had started swarming around the house. Then in DH, when harry visits godric's hollow, he sees that muggles can't see the house.
So, if the muggles can't see the house, then hhow come they started swarming around them?

I think the house was invisible until the fidelus charm was broken then the muggles probably noticed something was wrong and began to investigate. It was probably only once Harry was safe that someone, maybe Prof Dumbledore or Prof McGonnagal, went back to Godrics Hollow to place another charm on the house so that the muggles could no longer see it. Did that make sense?
