He (Dobby) is grey / green depending on where he is working. It is a magical ability that house elves have which can be likened to that of a chameleon. The house elf is able to change his skin tones and colours at will enabling him or her to blend into any environment. In this way, the house elf can serve where ever required but still maintain annomity.
