No, the Hogshead barman is Aberforth, Dumbledore's brother. He's not a death eater.

It was Mundungus who impersonates an inferi. remember what Sirius said about Dung, that Dung knew the crooks so he was a useful contact to have.

It never says it explicitly, but there are clues such as the Hog's Head smelling of goats. When asked about it, JKR confirmed it was him.
