I just realised that he coudn't have;

Aberforth is the bartender at the Hogs Head, and Mundungus Fletcher has been banned from going in there for about 20 years.

Mundungus and Aberforth weren't in the Hogs Head though when this scene was taking place, they were just outside the Three Broomsticks. It seems that Aberforth was meeting with Mundungus there, probably to keep to Dung's ban from the Hogs Head.

Who would ban Mundungus other than Aberforth?
And do we know that Aberforth doesn't own the Hogshead?
The book said he worked there, but didn't say whether he also owned it.
We haven't seen anyone else there.

Dumbledore mentioned (I forget where) having a connection to the guy,
but neglected to mention that he was his brother.
The whole thing is very vague and shady.

mmmm. I think that Mundegus is a theif....but he's defently got something to do with death eaters. I think that The HogsHead Barman is also a deatheater as well. Look at his history. Stealing. Impersenation Inferies. Anything is possible
