The Centaur by definition is an intellectual creature who has the ability to observe movement of complex objects, much like humans who can think for themselves and produce theories on topics, if humans are the guideline for being and beast then the Centaur is a being.
By definition the Pixie, is a creature that speak in a language that humans have yet to understand, and if humans are considered being then the pixie in relevance to us, are beasts.
The definition given for a redcap does not specify weather this creature has any known intellectual instincts of language, but since they dwell in areas were blood is spilt and humans consider this life style morally wrong they are to be placed in the beast category.
The Ghoul is a creature that I am undecided as to which category they are placed, considering their definition tells us very little I am going to say that they are in the category of beast only on account of their feeding of small creatures many consider vile and disgusting.
Merpeople by definition have a language that is understandable when taken in water, I am going to say they are in the being category considering their ability to communicate and their name has the word people in it the phrase humans call themselves.
Werewolves, are beings with an burdened ability that calls upon the beast I’m sure all humans have existing in side of us. But just because their ability forces them to turn into a "beast" 12 time out of the year they still must have humanistic life 353 days out of the years hence placing them in the being category.
I believe that the species of troll, is a being, considering that they may not be able to communicate well they still have the ability to comprehend things, like most humans. Although we as humans my place them on the lower part of the importance scale they are still beings.
Veela's I believe are beings as well, although they show an aggressive side they have the ability to seduce persons, and I’m sure that takes a lot of intellect.
Goblins are beings as well if they have been able to "battle" with the wizarding race they obviously have the ability to comprehend something.
In reflection of this assignment I believe that every creature is worthy to live amongst humans, we are the superior animals at the moment the head of the food chain, we are merely animals trying to survive right along with everything else.
