The letter was a howler, remember? Since Petunia didn't open it, it read itself. "Remember my last." was all it said, except it put her name in it somewhere, beginning or end. So yeah, it dosn't make sense to us, but it made perfect sense to Petunuia. While I don't think the Dursleys are going to make life a whole lot easier for Harry, I don't think they'll lock him up again.
