JKR doesn't think looks are important at all. No, she wouldn't call Hermione or Luna ugly(they aren't), but she never concentrates on their looks.

She wants any girls reading the books to want to be Hermione(or Luna or Ginny), not Pansy Parkinson. And if I were her I'd want the guys not to care, either...
