Sorry , It's a quibble .. I know but in the above I was talking about Kreacher ...who loved those whom his family loved but despised those whom he was taught (by example) to despise specifically Sirius, mudbloods and muggles.
And, of course you cannot assume ...that's why assessment of the individual case is pivotal.

Exactly. So, Teddys point of assessment of the home environment and regulation of general standards is a good thing and the point I'm agreeing with. Reports of offenses of abuse to an individual would have to be investigated.
How else would you establish a framework of change in a new elf world?
