Umbridge scares me more than Voldemort because she has the righteous Ministry of Magic behind her. They support her narrow-minded cruelty because it is, "good for the students." Also, Voldemort is only one whack-job followed by a bunch of pretzel-twisted egos that don't like each other. Umbridge is only the tip of the ice berg. There are plenty of control freaks where she came from.
