I don't think Cho blames Harry at all for Cedric's death. Everybody at Hogwarts knows magic can be dangerous. Maybe Cho senses that Harry feels bad about Cedtric just like she does. She thinks that they have more in common than they really do. Harry doesn't want to sit around and cry about Cedric all day. Cho does.
