But you know what a sucker Hagrid is for animals. All Dumbledore would have to do is make Hedwig give Hagrid a peck on the ear and Hagrid would fall like a ton of bricks. He'd buy that owl for Harry in a second and no one would be the wiser. Only Dumbledore would know.
