who knows? | The first one is a tad ambiguous, it really isn't covered well, but its' implied that Voldemort thinks Snape has some unnamed source of information in or close to the Order. Dumbledore's portrait was possibly confided in by an Order member, especially someone like McGonogall. Or he continues to be manipulative and omnipresent in death, and his portrait has some way of getting information- possibly through other portraits. The second one, I think you just need to go back and read that part a little more closely- not only does Regulus drink the potion, he tries to get water from the lake and gets subsequently pulled under by the Inferi. *Shudders.*
