I don't think Mrs. Weasley would be able to stop them from going. They are all three of age prior to their departure. She can, though, stop Ginny who is a year younger. As Ginny is a distraction for Harry, it is better that she not be along. He struggles enough to stay focused--splinching does not sound like fun!
