I think Umbridge is completely wrong!!! But not as bad as Sirius and nowhere near as bad as Lupin. I nearly cried when I saw the actor who plays him.
I also think POA was by far the worst of the films. The atmosphere was all wrong. I didn't think much of GOF either. Loved PS/SS though. Definately the best atmosphere.
