Well, yes and no.
In a recent interview, JKR said that she changed her mind about killing someone. That comment was definately NOT about sirius, who had been "dead" for a year.
Also, Lupin stated, clearly and immediately after Sirius fell through the veil, that he "can't come back" because he's "dead."
Dumbledore later confirmed it when talking to the portraits in his office.
On the other hand, JKR could still pull out some magical ending.
