If Sirius isn't dead though, then where is he? Is he figuring out a way to get back from behind the veil?

It seems to me that if Sirius was alive he would have made an effort to let Harry know. If he was willing to live on rats for Harry and pay for a racing broom then he would have somehow gotten word to Harry. It's within his character to do that.
