if regulus is a live and kreature knew he would refuse to serve harry and win cuz of the houses speel it is supossed to go to the males but he is dead so it doesnt it went to harry cuz thats wat sirius wanted if kreatur knew he would have said he wanted regulus rather then bella cuz regulus would have been the rightful owner
